II. Requirements for Heating Coal Quality and Temperature

2.1 This heating bidding adopts a general contracting model, including the operation of heating and environmental protection facilities, maintenance of corporate environmental image, coal contracting, stoker and auxiliary personnel, desulfurization, dust removal and chemical addition (magnesium oxide and sodium hydroxide), and online monitoring. Water and electricity costs are not included.

2.2 In accordance with national environmental protection requirements and the actual needs of 3523 Company's winter heating, the sulfur content of heating coal is required to be less than 1.0%, calorific value above 4000-5000 kcal, and volatile matter 30-44. Using the company's existing desulfurization and dust removal equipment, the emission indicators are: sulfur dioxide shall not exceed 200 mg/m³, nitrogen oxides shall not exceed 200 mg/m³, and dust shall not exceed 30 mg/m³. If the sulfur content of the heating coal provided by the contractor does not meet the standard requirements, resulting in exceeding the sulfur emission standard detected by the environmental protection department, the contractor shall assume all responsibilities and bear the environmental penalties incurred.

2.3 This year's heating temperature inspection standards: 1. The boiler return water temperature shall not be lower than 55℃; 2. The indoor heating temperature in the dormitory shall be higher than 20℃, and the indoor heating temperature in the office area shall be higher than 18℃.

2.4. Heating area parameters for factories, staff apartments, etc.: factory 48000㎡, office area 6000㎡, staff apartments 7000㎡, boiler room 2000㎡, a total of 63000㎡.

2.5 Heating period: October 31, 2021 to March 31, 2022 (depending on weather temperature changes, the heating day deviation value y∈[-3,3])

2.6 The bid limit price for this bidding will not be publicly announced, and the bid limit price will be announced to the bidders after the bidding is completed.

III. Bidding Method: Open Bidding

Evaluation Method: Based on ensuring heating temperature, below Liaoning Ji Hua 3523 Company's bid limit pricethe lowest price bid will be adopted.

IV. Bidding Requirements

4.1 The bidding unit has good credit.

4.2 The bidding unit must be a coal sales or production enterprise, and have relevant qualifications for coal operation.

4.3 This bidding does not accept joint bids from two or more suppliers.

4.4 The bidding price for this bidding shall be in units of ten thousand yuan.

V. Qualification Review

Before bidding, the supplier must pass the registration and qualification review process and pass the qualification review of Liaoning Ji Hua 3523 Company before bidding; those who fail the qualification review are not entitled to participate in the bidding.

VI. Bid Security Explanation

6.1 Bidders shall submit the specified amount of bid security asbidding documentpart of the amount of50,000 RMB, through cash payment of the bid security. If not winning the bid, after the bidding is completed, the bidder will go to the 3523 company finance department to return the bid security with the relevant receipt. 6.2 After the contract is signed, the bid security will automatically become the contract performance bond. If the bid security is not paid in time, the bidder will not be entitled to bid or the bid will be invalid on the opening day.

6.3 Tender document fee: 800 yuan/set.

VII. Settlement Method

7.1 Within 3 days after the signing of the winning bid contract, the supplier shall deliver coal according to the plan required by the purchaser.

After signing the winning bid contractWithin 7 days, the purchaser shall pay 30% of the total amount to the winning bidder. The supplier shall deliver coal according to the purchaser's planned requirements and issue a value-added tax special invoice of the same amount;

Before November 30, the purchaser shall pay 20% of the total amount to the winning bidder. The supplier shall deliver coal according to the purchaser's planned requirements and issue a value-added tax special invoice of the same amount;

Before December 31, the purchaser shall pay 20% of the total amount to the winning bidder. The supplier shall deliver coal according to the purchaser's planned requirements and issue a value-added tax special invoice of the same amount;

Next yearBefore February 1, the purchaser shall pay 20% of the total amount to the winning bidder. The supplier shall deliver coal according to the purchaser's planned requirements and issue a value-added tax special invoice of the same amount;

Next yearOn April 1, after the heating is over, except for the costs incurred due to quality problems during the heating period, the purchaser shall return the remaining 10% of the total amount of the winning bidder as a quality assurance deposit and the bid security.
