II. Requirements for Heating Coal Quality and Temperature

2.1 This bidding for heating will adopt a turnkey contracting model, including operation of environmental protection equipment, maintenance of the company's environmental image, coal contracting, stoker and auxiliary personnel, desulfurization and dust removal, etc.

2.2 In accordance with national standards, based on the actual heating needs of the 3523 Company and environmental requirements: the sulfur content of the heating coal shall not exceed 1.2%, and through the use of the company's existing environmental protection equipment, the emission index of sulfur dioxide shall not exceed 200 mg/m³, and nitrogen oxides shall not exceed 200 mg/m³. If the environmental protection department detects that the boiler room coal emission sulfur exceeds the standard, the contractor shall be responsible for solving the desulfurization and fines and shall bear all expenses incurred thereby.

2.3 The quality of the heating coal this year shall be mainly based on the temperature standard. The return water pipeline of the boiler shall not be lower than 45℃.

2.4 Parameters of heating area for the factory building, boiler room, and staff apartments: Factory building area 48000㎡, boiler room heating area 2000㎡, office area 6000㎡; staff living apartments 7000㎡; pickling workshop 2000㎡, totaling 65000㎡.

2.5 Heating period: October 31, 2020 to March 31, 2021 (based on weather temperature, the number of days deviation value y∈[-3,3])

2.6 The bid-winning price for this bidding will not be made public and will be announced to the bidding units after the bidding is completed.

III. Bidding Method: Public Bidding

Evaluation Method: Based on temperature assurance, the lowest bid will be adopted below the bid-winning price of the 3523 Company.

IV. Bidding Qualification Requirements

4.1 The bidder shall have good credit standing.

4.2 The bidder must be a sales or production enterprise and have relevant business qualifications.

4.3 This bidding does not accept joint bids from two or more suppliers.

V. Qualification Audit

Before bidding, suppliers must go through the registration and qualification audit process and pass the qualification audit of Liaoning JiHua 3523 Company before they can bid; those who fail the qualification audit have no right to participate in the bidding.

VI. Explanation of Bid Bond

6.1 The bidder shall submit a bid bond of the specified amount asBid Documentpart of the bid, amounting to RMB 50,000, paid in cash. If the bid is unsuccessful, the bid bond will be refunded to the finance department after the bidding with the corresponding receipt. 6.2 After the contract is signed, the bid bond will automatically become the contract performance bond. If the bid bond is not paid in time, the bidder will not be entitled to bid or the bid will be invalid on the opening day.

VII. Settlement Method

7.1 Within 3 days after the signing of the winning contract, the supplier shall deliver coal according to the buyer's planned demand.

November 1, the buyer shall pay 30% of the total amount to the winning bidder, the supplier shall deliver coal according to the buyer's planned demand, and issue a value-added tax special invoice of the same amount;

Before December 31, the buyer shall pay 30% of the total amount to the winning bidder, the supplier shall deliver coal according to the buyer's planned demand, and issue a value-added tax special invoice of the same amount;

April 1, the buyer shall pay 40% of the total amount to the winning bidder, the supplier shall deliver coal according to the buyer's planned demand, and issue a value-added tax special invoice of the same amount;

Bid bond, after the company's bidding committee and bidding group hold a quality review meeting for the heating period, based on a comprehensive assessment of the quality and service of the entire heating period. Excellent assessment, the bid bond will be fully settled, good assessment, 60% of the bond will be paid, if quality accidents occur during the heating period, the quality assurance bond will be withheld and will not be returned.

VIII. Bidding Address and Related Requirements

8.1 Registration time.

Before 8:00 am on September 16, 2020 (8:00-18:00, excluding Sundays)

8.2 The opening time is tentatively scheduled for 13:30 on September 14, 2020, at the small meeting room on the 3rd floor of Plant No. 1 of Liaoning JiHua 3523 Company in Tieling. If there are any other changes, a separate notice will be given.

8.3 Registration materials.

Supplier's valid business license, power of attorney or legal representative's identity certificate. Can be sent to the company's operation department office.
