I. Bidding Content
Liaoning Ji Hua 3523 Company's Reusable Field Ration Packaging Project.
Quantity: Approximately 2500 sets (Specific quantity subject to actual quantity)
II. Technical Requirements: Production in accordance with military technical and quality requirements. (Detailed technical and quality requirements are shown in Attachment 1)
III. Bidding Method: Open bidding, based on military technical requirements and quality standards, implemented through a lowest-bidder approach.
IV. Bidder Qualification Requirements
1. Bidders must have good credit;
2. Bidders must be professional manufacturing enterprises or cookware distributors, and possess relevant production and business qualifications;
3. Possess corresponding production capacity, quality assurance capacity, and risk resistance capacity;
4. This bidding does not accept joint bids from two or more suppliers.
V. Qualification Audit
Suppliers must pass the qualification audit of Liaoning Ji Hua 3523 Company before bidding; those who fail the qualification audit are not qualified to participate in the bidding.
VI. Registration Method and Requirements

Applications will not be accepted at other times.
Bid documents that arrive late or are not sent to the designated location will not be accepted by the bidder.
2. Required Registration Materials: (Two copies)
(1) Registration form completed as per the requirements in the attachment (Attachment 2).
(2) The supplier’s valid business license, organization code certificate, tax registration certificate (including national and local taxes), production license, legal representative’s ID card, product qualification certificate, product material test report. Copies of all above materials must be stamped with the company seal; legalrepresentative's certificate or power of attorney from the legal representative (original).
(3) Relevant documents and materials that can prove the supplier's good credit, ability to undertake this bidding project, and quality assurance capability, etc.
3.Special Note.If any company wins the bid, the company should supply goods in a timely manner according to the production plan issued by the military. At the same time, this batch of products has no advance payment. Liaoning Ji Hua 3523 Company can only settle the payment for the packaging supplied by the winning bidder after the military settles the payment for the rations.
